EOn and Statkraft finalize asset swap
Germany's EOn group has finalized its agreement with Statkraft for a €4.5 billion ($6.2 billion) asset swap under which EOn will take total ownership of its Swedish subsidiary, EOn Sverige. As part of the agreement, EOn will acquire Statkraft's 44.6% stake in EOn Sverige, whose nuclear power assets are 29.6% of the Ringhals plant, 9.8% of the Forsmark and 54.5% of Oskarshamn. EOn said these nuclear assets make up 40% of the 6400 MWe of generation it now owns in Sweden. The transfer of ownership of the assets is expected to take place at the end of 2008, subject to the necessary approval by antitrust authorities. In addition to full control of EOn Sverige, EOn will also acquire a hydropower plant in Sweden. In return, government-owned Statkraft will receive 51 hydropower plants in Sweden, Germany and the UK, as well as five Swedish district heating plants and two gas-fired plants in Germany. Tricastin pauses for alarm
Refuelling and maintenance work is to restart at Tricastin 4 this afternoon, following a radiation alarm yesterday morning. Workers in and around unit 4 were sent to the power plant's medical centre after alarms sounded to indicate an increase in radiation compared to normal levels. All 129 staff and contractors in and around the reactor at the time of the alarm were checked, with 39 presenting traces of radiation too low to be analysed and 61 presenting "weak traces" lower than 2.5% of the operational limit of 20mSv per person per year. Caroline Muller of owner-operator Electricité de France told World Nuclear News the alarm sounded after a filter on a ventilation duct failed, and that outage work is set to restart after its replacement this afternoon. Tricastin hosts four power reactors, as well as one operating a uranium enrichment plant and another under construction. The site has been a focus of attention after the recent spillage of 30 cubic metres of uranium-bearing solution at a facility associated with the enrichment activities....(read more)

Malaysia looks into nuclear
[AFP, 22 July; The Star Online, 21 July] Malaysian utility Tenaga has set up a nuclear energy taskforce to look into building a nuclear power station at the request of the country's government. According to Mohamad Zam Zam Jaafar, head of the taskforce, Tenaga would likely enter a joint venture with an "experienced party" to build a first nuclear plant. Current state policies do not include nuclear as a national energy source for Malaysia, which relies heavily on natural gas and coal, but a national energy blueprint is due to be announced in August. The Malaysian Nuclear Energy Agency predicts that the country will need nuclear beyond 2020. Speaking at conference held by the Asian Strategy and Leadership Institute in Kuala Lumpur, Dr Muhd Noor, deputy director of the Malaysian Nuclear Agency, urged the government to make a decision on whether to include nuclear as an option, saying the longer the country waited, the costlier any project would become....(read more)

Sichuan province plans nuclear power plant
[Xinhua, 22 July] China's Sichuan province will soon submit an application to the state planner, the National Development and Reform Commission, for the construction of a nuclear power plant in the inland region, according to local media reports. Experts involved in conducting the feasibility study for the proposed Sanba nuclear project have reportedly already concluded that the plant will be safe. The 4000-6000 MWe plant would be located at Nanchong on the Jialing River and would require a total investment of 25 billion yuan ($3.7 billion). State-owned China Guangdong Nuclear Group will be the main shareholder, but the project will also be open to other investors. In May 2008, a magnitude 7.9 earthquake affected southwestern Sichuan province, killing some 70,000 people. The main nuclear facilities affected were military ones, apparently without any radioactive releases. The eleven nuclear power reactors currently in operation in China are all on the country's eastern coast. A number of other provinces - including Chongqing, Hubei, Henan and Jiangxi - are vying to construct China's first inland nuclear power plant....(read more)

Plan to construct SVBR at Obninsk
Rosatom and Russian Machines will establish a joint venture to develop a nuclear power plant employing an SVBR reactor, Nuclear.Ru reported. The plant should be completed by 2015. Petrochenko said told Russian news agency RIA Novosti, "At present, we are in the process of signing an agreement to design and build the new reactor with Rosatom." The SVBR is modular lead-bismuth-cooled fast neutron reactor from Gidropress, derived from a design used in submarines with 70 reactor-years operational experience.
